Singapore, the world’s largest marine fuel bunkering hub, will require all bunker suppliers to issue electronic bunker delivery notes and provide digital bunkering services starting April 1, 2025. The announcement was made by Amy Khor, Singapore’s Senior Minister of State for Transport, at the SIBCON 2024 conference.
This new mandate seeks to enhance the efficiency and transparency of the bunkering process by enabling seamless data sharing between buyers and sellers. The initiative is expected to save the industry nearly 40,000 man-days per year and reduce the risk of fraud in bunker transactions.
Singapore’s Maritime and Port Authority stated that the city-state will become the first port globally to mandate digital bunkering at scale, following pilot trials with several bunker suppliers that began in November 2023. The digital transformation underscores Singapore’s commitment to maintaining its position as a leading global port and marine fuel supplier.
